strictly speaking this isn't a tool, is it? It's akin to to a hermit crab picking out a bigger/safer shell. Now if it were balling up a tentacle and using it as a buckler, that would be something. Especially considering a level 1 octo's THAC0 is essentially 20.
I've seen a homeless guy subdivide a corrugated refrigerator box for shelter, but we don't go attributing human characteristics to our urban poor, do we?
